What is the name of your state (only U.S. law)? Arkansas

Hi, my father in law got his second DWI last night. He received the first one a little over a year ago in Oklahoma. This one did not show up last night when he was arrested in Arkansas. Does anyone know why this is? Will is possibly show up later?

They didn't look hard and they don't have to. The fact that it isn't the first DUI doesn't really need to come out until trial.
