My father passed away in 2005 and the estate was settled in 2006. Since 2005 my sister and self have been storing my fathers dirtbikes for the past 3 years. All 3 children were the co-personal representatives for the estate. Now my sister and self are having problems tranfering the titles of the dirt bikes because the Department of Licensing said we need the signature of all 3 representatives to transfer the title. Our brother is unreachable by phone (disconnected) mailing address (not current) and his "myspace" has been deleted.

Is there any way my sister and self can file for right to ownership due to the fact that our brother is unreachable and we have been storing the dirt bikes for 3 years now?
