$30,000.00 traffic tickets...dischargeable in BK?

An acquaintance has a son who has been less than responsible. Over a period of 15 years, he has amassed over $30K in traffic tickets. Naturally he's been jailed each time he's stopped, only to be released the next day.

Bottom line, can traffic tickets be discharged in Bankruptcy? How about state income tax liens, can they be discharged?

I promised her I would try and find the answers to these two questions, anyone know?

How does one get $30K in traffic tickets without being thrown in jail.

How do you know it is $30K?

The answer is no, traffic tickets are not going to be discharged in bk. I can also imagine that his DL is suspended.
