I was working with a man under a 90 day temp period to save him money. In the mean time he emailed me one evening telling me not to come into the office because he will be out of town for 4 days. When it was time to get paid he didnt pay me for those 4 days. I am being penilized because he was out of town and it was his choice for me not to work from the office which is in his home. I have an agency standing behind me for the fact he had stated to them that I will get paid for days he is away. He is now denieing this fact.
Is he allowed to do this? And what should I do?

It sounds like you are a temp employee of the agency. So the agency has the work assignment with the man (the contract). So, the agency has to pay you for the four days, per the contract. Then the agency would have to go after the man for the pay for those 4 days.
