4 DUIS in other states, now in FL

Ok, this is really terrible. My cousin moved here from Idaho. In the past 8 years he has gotten 4 duis. 2 in Georgia, 2 in Idaho. In Idaho he was sentenced to 2 years with a suspended license and upon reinstatement he will have like 2-4 years with an interlock device. Which is good. My question is that he moved to Florida to live with me so I could help. We found out that if you have 4 duis in Florida then your license is permanently revoked. So my question is, in 2 years when he is eligible, will he be allowed a license in FL? He will be eligible in Idaho. I want to know if he will have to move to another state, or back to Idaho.
