If I retire early and qualify for Social Security disability can I begain to take disbursments from my 401k with out penalties? (At age 55 for example)

No. Because of the pre-tax factor, 401k plans can only be cashed out early in very limited circumstances; to avoid eviction; for the purchase of your primary residence; for education expenses; for medical expenses. And even then, only if the plan provides for a hardship withdrawal in the first place.

Even a hardship withdrawal is subject to a 10% penalty if you are under age 591/2.
