41500 form

My boyfriend is currently incarcerated anyways he had filled out and sent in a 41500 form well when he recieved a response only 1 was approved.. The rest weren't.
Does the year when he got the ticket til the time he files for the 41500 form matter?
Like say he got the ticket in 2013 and now that its 2019 is that why it got denied?

A 41500 only covers things that were pending at the time he was incarcerated. Old unpaid tickets or even FTAs that were due before he went inside aren't likely to be dismissed.
