$5/per room for airconditioner rent increase

The question is regarding my parents, who are section 8 recepients.
They pay part of the rent which section 8 has determined for them.
Right now they have received annual appartment registration form from State of NY Division of housing and community renewal showing monthly rent increase of $10/month, for 2 air-conditioners which they have in their windows,and it is effective retroactivly as of 01/04.
They were told all the time by Section 8 representative that they should not pay anything on top of amount of rent which was stated by section 8, and secondly-because they pay for electricity by themselves(not included in rent), no additional charges for air-conditioners should be applicable to them.
So my questions are:
-is this correct decision to impose this $10/month on them?
-what can we do about it?
-should they pay retroactivly as of 01/04?

Look If the Landlord contracted for Blank amount of rent , and the tenants are responsible for utilities , The tenants should inform Both Section 8 of the Landlord's unwarranted attempt at a rent increase and then contact the Landlord him/herself in writing , and State there is a contract in place , we pay are own Elec., you have no right to charge extra for A/C , and you have notified Sec. 8 .

Usually All Sec. 8 housing Landlords have long lease terms .

Hopefully that will shut them up .

The dollar amount that they pay . Blonde is correct , as long as they do have a electric meter and pay own bill , the co payment is not enforcible .
