I see that school boards all across the USA have adopted 5144.1 for a board policy or Adminsitrative Regulation. They often cite "cf 5144.1". What is this citing?

5144.1 is from a model policy published by the National School Boards Association that many local school boards have adopted. That policy deals with the procedure for suspension/expulsion. You can find a gazillion copies of it out there by just googling for it.
