My 7 year old was served a witness subpoena for a incident that he didn't
witness. Is this allowed? Do I have any rights as a parent considering
his age? Totally confused!!

Call the issuing court or agency (DA or defense attorney) and talk with them. In my state the parent would have to be served at that age, not the child.

But, unless it is recalled you will likely be required top produce the child as indicated on the subpoena.
