900 numbers - Physic Hot Line

I've been forever trying to find out what to do about my 900 Physic Charges.
My neise made one call (without my permission) , while I was out.

I've called AT&T and they give me this
automated phone number which I have yet to get a response. Basicly the run-around.
I pay my regular phone bill every month but I'm unable to pay the physic bill.
Whioh I fill I shouldn't have to pay due to her being under 18 !!!
There adding late charges all the time too. So even if I did make a payment it wouldn't help.
So please, can someone help. I'm despert !
I have 900 block now.
But I need to know how I'm suspose to take care of this problem if I keep getting the run-around and the late charges just keep on adding up. (which are higher than the hour call already.
