What is the name of your state? Virginia
Since I am new to the forum, can I get a little explaination as to how this
works. I submitted a question previously, (driving with no insurance)
Usually on average what is the response time to get an answer.
Also if I reply is it read?

Also how do you go from junior member to member?

Going from junior member to member depends on your number of posts, as your post count rises, so does your membership status.

Response time varies, the people on here are all volunteers, none of us are paid, so we can only provide information during our free time, we also will not answer long drawn out posts that are cluttered and contain a lot of babble. Make sure to ask three basic questions at most, use paragraphs and proper sentences to get better responses.

Everyone has various areas of expertise according to their careers, research, or experience, so you have to wait for the person(s) who know your issue to have time to get on here and answer.

We are also reluctant to answer repeat posts that an answer could easily be found for, by using the seach function. Time can be better spent on issues that need answers and haven't already been answered a million times.

Oops, almost forgot one, very important issue, always, always, include the name of your state, laws can vary from state to state, so it is hard to provide a definitive answer if we don't know where you are so we know the relevant laws to consult.
