What is the name of your state?PA

I have read all about statutory rape, but it mostly protects young woman. But my bf's ex-gf is 24 years old with 4 kids ("two" who supposedly pertain to my bf) and her new bf is 15 years old. Is it possible and legal that a 15 yr old can have a sexual relationship with a woman of that age? And raise (or try to) 4 kids? Isn't he still considered a child in this state? My bf is really upset about this, but he thinks he can't get custody of his "two" children because he has a misdemeanor, is that true? Can there be something done to this woman to punish her and stop breaking cribs?

What misdemeanor? Statutory rape sure trumps possesion of a joint.
I know that statutory rape is stronger than possesion of weed, but I don't know the whole legal process of that. I don't know where to report the statutory rape or how, but I do know how to report drug trafficking and sales.
