I Live in Wisconsin, and Will be selling this Nationwide.

This is a picture of Rivers Cuomo, of the band Weezer.

Is this illegal to sell?

Selling a T-Shirt with a picture of a band would probably be misappropriation of their right to publicity. It would not be a crime, but they could sue you for doing it. However, you may be able to get their permission to sell the shirts, particularly with a percentage going to them.
