abandonment (revised)

If a custodial father moves to California from the Cayman Islands but leaves one of the children behind with the grandparents in Cayman, can the mother file an action in CA to get custody of the abandoned child? The father does not give the child any financial support. The father is a US citizen, but the mother is not (she resides in Cayman. Cayman courts say the case is out of their jurisdiction.

Which country is the GP in .. and where is the mother ? Yes she can file papers into CA but they will not be worth anything until the child returns to the US.
