Abatement amount?

Does anyone know how an abatement amount is established? My support order states only that the 'standard' abatement amount will apply in the months that my ex has visitation with the kids, but I can't find anything that establishes this standard? I live in California -- he lives in South Dakota.

well abate/means [stop]
amount will apply/means [start then]
months or weeks/he only pays % of support while he has the child..standard = 50%
