There are quite a few site that do "background" checks.
But IAAL says illegal.

My response:

Obtaining drivers license information, in most circumstances, is now illegal. Federal legislation passed earlier this year made it a Federal Crime, and took the burden off of the States.

KnowX can get information for you in many other ways besides using driver's licenses. If you read their site, you'll see and read the different methods. If they still say they can get license information, then their web page needs to be updated with current laws.
