my company changed to a PTO program a couple yrs ago.

HR directs that each dept have their own specific guidelines for requesting time off. This makes sense, as each dept may have diff scheduling needs.

But there is no house-wide unplanned PTO guidelines.

Questions:
1. Shouldn't all employees be subject to the same requirements?
2. Can the company establish specific limits as to the use of unplanned PTO, or is it only a disciplinary issue if the employee runs out of PTO?

1. Shouldn't all employees be subject to the same requirements? That's really up to your employer to determine. It does make sense that all employees should be subject to most of the same requirements though, including how unplanned PTO is handled.

2. Can the company establish specific limits as to the use of unplanned PTO, or is it only a disciplinary issue if the employee runs out of PTO? Again, that's up to your employer. My company considers any PTO planned and approved in advance excused time off; PTO taken without advance notice is an absence and the employee is subject to disciplinary action if they are absent too frequently.
