Access to applicant's files

I have recently applied for a university post in Tennessee. I have reasons to believe a candidate less qualified that myself was the one hired. Do I have the right to view the files of the applicants (included that of the hired individual) to confirm my suspicion? If so, are there grounds for a prospective employer to refuse such a request?

Records

In most, if not all states, you have no right to see those records. However, if you do get independent evidence and institute a law suit, your attorney can probably subpoena the records.
