accident While backing up

WI was backing up a street in New York because of traffic and crashed into a car that made an illegal turn crossing a double solid white line(It is a three-lane street)to turn in a side street that was illegal for him to go in there, Is it my fault? see the link to understand the situation better [link removed]

The link is not proper. Generally (but not always), the person backing is at fault. Let your insurance handle the matter.

You were at least partially at fault for the accident, and the issue is whether the other driver was also at least partially at fault. As the person backing up, you would likely have had the last clear chance to avoid the accident, unless the other driver turned into the street illegally as you were backing up and the other driver hit you or you could not possibly stop in time.

With the exception of being directed to by a law enforcement officer, I can't think of any situation where backing up a block down a one-way street would be legal.

You are at fault. Were you stationary (not moving) at the time of the crash, then one might argue that the other party was at fault. Were you moving forward, in your lane (not changing), the other party would be at fault.

You have not given a compelling reason for backing up.
