What is the name of your state (only U.S. law)? CA

Is it accurate and fair for a delinquent account to be listed as a defferent bank than the original one?

I had a problem a few years ago but then I settled with the bank It was MBNA American Bank.

Now it is being listed as a delinquent/ settled account with Bank of America because Bank of America took over MBNA

Yes. The delinquent account did not vanish just because there was a name change when the bank was merged with another, nor are they required to keep reporting debts under prior names.
