What is the name of your state (only U.S. law)? MN

I live in Minneapolis. Last summer I purchased a cargo trailer for $1900 cash that I found on Craigslist from a person 5 hours south of me in Iowa. When I went to the Minnesota DMV to transfer title I discovered that the paperwork I received from the seller was not accurate. Apparently, in Iowa, they don't care what the manufacturer or the year manufactured actually is so they just filled in those spaces with the default info. I am now stuck with a trailer that I can't register or sell without playing some type of game like pulling off the serial number and id plates and calling it home made.

I called the person I purchased the trailer from and asked him to update the info at his registration office and send me the new form, I also called this office in his town and asked if this was possible and they said "not a problem". He said he would take care of it. After not hearing from him for a month I called and he had changed his phone number.

Sorry for the long story but why leave room for questions.

I have now tracked him down on Myspace.com and sent both him and his new fiancé emails requesting assistance which so far have gone un-answered.

What are my options? Can I sue in small claims court? If so, where would I have to file, Iowa or can I file in Minnesota? What would I sue for since I do have the trailer but have been burdened with a time consuming runaround and am now forced to park the trailer fearing legal issues from not having it registered.

This could be resolved with a half hour of this clowns time but apparently, I need to find a way of applying more leverage.

The "clown" has done all that he's required to do, legally.

Maybe it's time to register your home-made trailer?

ETA: Actually, now it's time for you to hoof it to Iowa and take care of this.
