What is the name of your state (only U.S. law)? MD

I am about to own a property from inheritance that has existing issues with work permits and inspections.

Briefly: Dad started roof work, no permit. County came down hard. He got permits to finish roof work but didn't get the job done. Also was told he needed plumbing, electrical and building permits. Occupancy permit also I believe.

Lets not forget some Environmental improvement thing where he has to plant so many plants, he even had to give $800 to them to hold, all which will be returned after planting the plants and they survive for 2 years.

Once I officially own the property, I want to make this right but will I have to get all new permits to finish the work or can I use the existing permit?

How will the $800 be returned in two years? To me or to my fathers estate?
