administrators using parents as spies

What is the name of your state (only U.S. law)? CALIF

For the past two years, I have had a campus parent surreptitiously involving themselves in our family business with our school .
The proof I have is from a few families who have been approached by this person as attempting to use them as well to interfere - that will give the initials or the name verbally but are intimidated by this person and will not give me anything in writing so far.
The administrator will not respond to my requests for the identity of this person and quite frankly I believe they are encouraging them to report on my behavior on and off campus.
This person is not an employee of the school but a parent attending on Permit aka out of residence permit .

Over the past two years there have been no less than a dozen acts by them that have made me feel stalked as a parent at that campus and harassed by them in order to discredit me and intimidate me away from seeking resolve through standard policy and procedures for our child in a dispute with the teacher (who is their personal friend ) .

What options do I have before this next school year starts to get this person away from my family and out of our business if the administrators are encouraging them ?

Define "interfere"....?

Honestly, I wish MORE parents would be MORE involved in the goings-on with kids in their schools. More families getting together to solve their own problems seems like a terrific idea.

More to the point - if you are so concerned about being discredited, what are YOU doing that would deserve that? (Hint: If you're not doing anything wrong, then you have NOTHING to worry about!)
