Adoption without father's permission??

What is the name of your state (only U.S. law)? Missouri. Writing on behalf of son (biological father) who doesn't have internet access. He and mother of his son never married. She put "unknown" on Birth Certificate but went to court to establish paternity and child support, which my son paid for several years. She met someone new, married and asked biological father to give up parental rights so stepdad could adopt. He refused. She then cut off all contact, refused visitation, moved, refuses to return calls, etc. At the same time, she somehow got the child support stopped. Biological dad was told through HR they would no longer be deducting it from his pay. Two years have passed. I recently found grandson on Facebook (haven't contacted and will not contact at this point, don't want to upset boy) but noticed he now has his stepdad's last name. Biological father (my son) wants to know if somehow they were able to do a legal adoption without his permission, in spite of a previous declaration of paternity and child support order in the state of Missouri, and if he can do anything about it.

I wouldn't put too much stock in a Facebook name; it's very easy to change, and falsifying information on social networking sites is quite common.
