If you already have retail location(s) selected, you might try first to see if they meet zoning requirements for the intended use.
I believe that your use is allowed in certain zoning and requires a special use permit in certain zoning.
Here's a link to the D.C. zoning department, it may help -
http://dcoz.dcgov.org/
(By the bye - D.C. isn't a state - it's a District - that's why we have 51 chunks of U.S. but only got 50 sates - just a little irrelevence for the record.)

As to Virginia each county/town/city (Fairfax County, City of Alexandria, City of Arlington, etc.) where you may wish to locate usually has it's own individual zoning and business permitting/licensing laws/regulations, so just knowing you're in Virginia doesn't help much in this direction.

Hope something in here helps -
Good luck with your venture,

I don’t know what problems or special considerations the content you are selling will cause, but one thing you should have is a local business license to start with. You can get your business license at the city or county administrative building for your area.

Before starting a business, I would recommend you read the FreeAdvice material at http://business-law.freeadvice.com/starting_a_business/ and the IRS material, which contains much more than just tax topics, at http://business-law.freeadvice.com/starting_a_business/. Also, there is a very good interactive program leading you through the steps of starting a business in VA at http://www.vipnet.org/portal/business/index.htm#starting. Here is the link to the DC material on starting a business in DC: http://brc.dc.gov/start/cklst/start.asp.
