My friend entered a personal site on the net where everyone agrees they are an adult. Now there is no safeguarding from minors who enter on a sneak. My friend was talking with a guy and forgot to ask his age and gave his phone number. When the guy called he gave his age to be 16 and my friend immed. terminated the conversation and hung up. What are adults rights in situations with minors - at what point does it become illegal.

It becomes illegal when he solicits or commits a crime such as contributing to the delinquency of a minor or molestation. Your friend should be fine.
