My brother-in-law received a ticket last year when he lived in Utah and never paid it. Now he lives in Texas and can't get a license there because of an outstanding warrant in UT. He's tried contacting the judge in UT to ask for a ruling in absentia. The judge, however, insists that he must appear before the court. Problem is my brother-in-law has been laid-off and has no money to travel to UT.
Any advice on how to proceed?
