What is the name of your state? ..Florida

My daughter's father reappered in our lives in march after almost 9 years.
Now he wants her to visit him out of state. I am unsure of letting her go
because of his personal life.
We have no court order for child support, custody, visitation.
He also has some legal issuses that I worry about as well.

Wondering what my rights are? His?

If I don't let her go will it look bad on me later when & if it goes to court?

Thank you

If there are no court orders, then you are not obligated to let her go. Its your decision until he files for visitation/custody and the judge orders something specific.

Personally, I wouldn't send my child out of state to visit with a father who just showed up in March after nine years...PARTICULARLY because there are no orders. You would have no enforceable way to ensure that she would be returned to you after the visit.

I agree completely. If Dad wants to see the child, after all this time, shouldn't he come to her? Where she is comfortable?
I wouldn't do it, let him come to her instead. I don't think that any judge would disagree, after all, he is a virtual stranger.
