after 1 1/2 yrs... a light duty job offer

What is the name of your state?I live in North Carolina. I work for the government. I was hurt Jan 2003. Oct 2003 letters began to arrive from my physicians declairing the need for me to not return to my current job(which requires lifting and finite hand control). I was told to sit and watch a door for 8 hours a day. I have been doing this for 13 months. This month I was given a "recovering" employee job offer. Are there time lines in which I should be following? Is this amount of time normal from injury to another job offer? If I am told watching a door is the only thing available, do I believe this? Currently all the extra admin jobs are being temporarily done by healthy co-workers. My completion of healing was over a year ago.
