I work for a homeowners association and we have many members who have filed bk. At what point can we again start charging them for thier annual dues?

Once their bankruptcy is discharged, the automatic stay for collection activity is lifted. You should then be able to contact them about their assessments. If their past due HOA dues were included in their bankrtupcies, then you, of course, cannot continue to try to collect on any dues that were discharged. "Future" or current dues should be collectable.
