Allocated Water Billing

2 months ago, my husband and I moved back into our old apartment complex. When we lived there approximately a year and a half ago, the apartment complex would bill us for our water usage, and we would pay them directly. Back then we had a one bedroom/one bath and the bill was usually about $15.
Now they have a new system they use in which they call it an "allocated" water bill. Where apparently they "GUESS" (told to us by one of the leasing agents) approximately how much water we are going to use. Well we didn't think it would be that big of a deal. Wrong! Even though now we have a 2 bedroom/2 bath, our water bill has been about $45. Our friends in the complex have a 2 bdrm/2bath, and their bill is about $10 cheaper. The property manager said they figure the bill by the square footage of our apartment. How does that make sense? It's not like we are watering the carpets around here!! With this new system how can it be right that because we have one extra bedroom our bill goes up $30? How is this even fair?????

**A: it's not fair but how would you like if the management signed new leases to include water but your monthly rent would be $200 more per month.
