Is it really that bad if I'm 15 right now, and another guy is 18. Feb I'll be 16, and about 8 days later he'll be 19. If we're not having sex, is that illegal. Can he be charged with anything?

If your parents are okay with it, AND you're not having sex, you're probably okay. If your parents are not okay with it, OR if you are having sex, there are several problems he could run into, depending on what your parents choose to do about it.

As long as your parents don't mind, and as long as you don't do anything more than you're doing, no one is going to get into legal trouble.
