Am I allowed to access financial records?

In California, how much of a public school's financial paperwork do I have access to.

I want to know where their money is spent, I'm doing a report advocating more spending for special education departments. How much of this information must be legally made public?
I want to know what percentage is spent on special education programs vs. other programs, etc. etc.
