I am located in Indiana. I am in an incorporated town which has no inspector....never has. Therefore the county cannot/will not come in and inspect. We know, we have begged in the past. The phone company is making it mandatory to change over to fiber optic or loose your current phone service. When the phone company installed the fiber optic hub with battery backup their electrician installed a standard outlet. This is an unfinished basement which requires GFCI according to state and federal nec code. All my other outlets in the basement, bathroom, garage, kitchen are GFCI. My question is: Am I liable in any manner for any future accidents. Say a future worker plugs in a drill and proceeds to electrocute him/herself. I called the local building department located at the courthouse and was erroneously informed that a standard outlet is okay. I called the phone company and was informed that the reason the standard outlet is used is GFCI have a tendency to trip which would make an alarm trip at the phone company alerting them to the service outage. They stated they will not change the outlet to GFCI because of this.

Advise Please.
