I went my dentist for regular clean. But he told me I have to do deep clean which my insurance only coverd 80%. Now my insurance company rejected his claim because my teeth was not
that bad to qualify for deep clean. Dentist is going after me for
the money. Am I responsible for this?

Yep. Services were rendered to you and you are responsible for any medical or dental bills your insurance company elects not to pay. Under the circumstances, you can certainly try to work something out with the dentist. Perhaps he will agree to reduce his usual fee.
