What is the name of your state (only U.S. law)? Illinois
I was maried in Arizona in 1994, i found out my spouse was still married to another man, i have the marriage license number and date, what do i have to do to annule my marriage since i am in the military and a resident of Illinois curently for the last 2 yrs?

You would want to file in the court of proper jurisdiction in Illinois for divorce, serve your spouse (has your spouse ever lived in Illinois?) and go through the court process.

To play devil's advocate, how do you know that your spouse did not obtain a divorce in an entirely different jurisdiction?

It is entirely possible, and legitimate, to have a marriage license issued in one jurisdiction, and obtain a divorce in an entirely different jurisdiction and a non-standard venue (i.e. a county/parish that neither party resided in, but still has sufficient connection to the case to meet the state's venue requirements).

The state that issued the marriage license may have no record of the subsequent divorce, and since the venue of the divorce was non-standard, a vital statistics request (that is unaware of the actual venue of the divorce) may not be able to locate the divorce decree.
