What is the name of your state? OH

My daughter was renting a house that caught on fire. The landlord's insurance company has sent her a letter stating that she may be liable for the damage. They are saying that there were clothes pushed up against the pilot light on the hot water tank in the laundry room. Can they sue her for this damage? Also, there was no cover over the pilot light. The landlord and his father had worked on the tank the week prior because it was not working properly and my daughter had complained about smelling gas from it.
