PLEASE HELP!!!

I was in the process in renting an apartment earlier this month. I payed a $15 application fee, a $99 holding fee and was in the process of having my application reviewed and approved. After about 2 weeks of not hearing anything from the company I called them to get the status of the application. I was told that the compnay is under new management and I would have to start all over and would also need to contact the previous company for a refund. The previous company is now telling me that the new company owes me a refund and not them because all security deposits were turned over to them. The New company says I was not a tenant yet so the do not have my $$. How do I go about resolving this issue on my own. If I go to civil court do I go after the original company or the new one???
