Apartments towed vehicle while on vacation

Minnesota: I left on vacation on a Saturday and returned back to my apartment the following Wednesday and then left Thursday around 11am to vist my wife's family. When I returned on Sunday night my other vehicle that was parked at my apartments was gone. My apartments have a history of towing vehicles. That is what I assumed happened. I called that management on Monday and they said it was towed to clean the parking lot and that they would not do anything to get the vehicle back. The apartments stated that they posted notices on doors 48 hours before towing. I never received a notice, which I would have got on Thursday before I left. The girl that called the towing companies to do the towing was fired over this, the president of the management company stated that there was 25 vehicles towed. I had traded the vehicle in on a newer vehicle and then took it back after I straightened a problem out with the dealership and I was waiting on the title in the mail to sell the vehicle. The president told us the following Friday that he would have our vehicle back on Saturday. We went there on Saturday to the office and he was there and found out that it would be 440.00 to get the vehicle back and then asked us how much we would pay to help him get our vehicle back. Well we just got back from vacation and rent was due so we told him we would not pay any. He got upset and said then he would not do anything to get the vehicle back. The trade-in value that the dealership has on paperwork I still have states they would give me 1500.00 trade-in value. It has been three weeks now and it is about 1000.00 to get the vehicle from the towing company now.

I want to file a small claims suit against him to either get the vehicle back or give me the value of the vehicle.

Do I have a case? Should I sue for the return of the vehicle or for 1500.00 the amount that I have paperwork from a dealership that they had put on a contract as trade-in value?

What documents should I have?
What information should I get from the apartments? ( I was thinking I would need the name of the person that was fired over the towing ) Other residents have stated they did not get the notice of towing either. Should I try and get signed statements from them? Can I use what the president said that he would get our vehicle back against him as a verbal agreement?
