Dear friends,
My wife own a condo in Europe , that we would like to sell.
We would like to give the rights to sell that property to her mother who still live in Europe (in the same city). Because we just got a baby and can`t travel overseas.

Somebody told us that we need an "Apostel" ?

Please help!
BTW We are in Louisiana, USA.

That would depend on the country where the condo is located. US law will not enter into it.
