What is the name of your state (only U.S. law)? Virginia

Assume one has posted public comment and attended public hearings on proposed regulations through a state regulatory authority. Is there an appeals process if the regulation(s) get passed regardless of negative public comment? Can a person whose professional licensing is affected by the regulation and who does not support the new regulation form the appeal? Please let me know if you have questions. Thank you.

Just because the public comments were all negative doesn't enjoin the regulators from making a decision contrary to the comments. It happens all the time. Your best bet is to petition the legislature or whoever empowers the commission.
