Apt Lease

My daughter (college student) signed a lease back in January to be effective August 26, 2006 thru May 20, 2007. This is a 4 bedroom but each bedroom has a separate lease. In March she decided she wants to stay at the apt she is in now for several reasons .
My daughter signed lease and gave me a guarantor information sheet to complete (which has never been turned in to the apartment). I called the apt and they told me my daughter needs to have a guarantor or make 3 times the monthly rent or have financial aide from school.
She has none of these. They also told her that she can pay 85% of one months rent and sublet apartment, however the lease she signed does not say anything about subletting.
( she has asked them to add this to the lease and they will not until she finds someone to sublet to)

My question is does she really have a binding lease if she does not qualify and she does not have a guarantor? Should I ask for a fully executed contract and if they send one that has been signed by owners representative does that mean that they are going to allow her to move in without the guarantor?

please note that lease is not effective until August and she told them in March she cannot meet the above requirements.
