Are DMV procedures in vehicle code?

The DMV in California requires that anyone involved in an accident that causes more than $500 in damage must report it on form SR1. What I would really like to know is if there are any other reporting requirments and whether one looks for these in the vehicle code or some other code. I was advised to ask the DMV, however, it is my experience that most of the time they don't necessarily know the answer, nor are the clerks liable for what they say. My insurance company has "totalled" my car. I think this is a matter of their own internal paperwork but I want to be sure. Can they/must they report anywhere that they think it is "totalled"? I know if I turn it over to them and then buy it back I will get salvage title. What I need to know is what happens if I never turn it over to them? Will anyone ever know that they called it "totalled" IN ADDITION to knowing from the SR1 that there was at least $500 damage?
