I want to make a site where I can review movies and in the review I wanted to have movie stills, is this allowed as fair use?

There will be advertisements on my webpage.

I believe that as part of reviews, stills of the work would fall under Fair Use, and thus be allowed.

Movie production companies distribute stills, clips, and trailers for reviewers. Develop a buisness plan and request to be included on the distribution lists.
