I received a notice that my landlord wants to do a apartment by apartment inspection. This is not a term in my lease, is this legal.

Sure is.... and most mgmt companies are doing inspections semi-annually. Whether it is in your lease or not, the mgmt or landlord has a right to inspect his property. You should welcome the inspection, leave a note of any items you have noticed - shows you are a caring and diligent resident - otherwise, just clean up your home, flush the toilet and go about your business.
