I was in an auto accident over 2 years ago. April 2005 to be exact. At the time I did not possess insurance. I received a speeding ticket as well as a failure for proof of insurance and damage to state property (the highway median).
I was going through the Arizona ARS and looking for the limitations on accidental property damage on the highway but I am unable to find it.
The closest I found was criminal property damage to state property which has a limitation of 7 years.
The state is requiring me to pay over $5000 in damage, and since I did not possess insurance at the time (which I have now had since then without a breach) - I am going to have to pay this out of pocket. Under criminal code anything between $2500-10000 in damage is a class 5 felony. However, I've not been to court over this nor have I been charged with anything. I did however sign the paperwork stating I am guilty of speeding and went to driving school.

I am not sure if this accident falls under criminal code or under transportation. The ticket was civil - I went to driving school to avoid the points and I paid the fine for no insurance.
I would just like to know if I am within the statute of limitations for the damage caused to the freeway median in April of 2005.
