Perhaps they didn't know that he had died...?
At the very least, that will be their claim, regardless of the truth.

I would think that waiting a couple of days to report the death of someone in your residence would be a violation of the law.
If there is no statement defining a time, the fact they have court complied with the verbiage within the law, they either are not in violation of the law or it’s written in such an ambiguous manner as to be declared invalid.

Regardless, if the local prosecutor has chosen to not file charges, it really doesn’t matter what our opinion of the law is.
