Would it be possible to find someone's arrest record from the local police department where a crime took place?

No...

police arrest records in NY are not open to the general public. if you want to find out if someone was convicted and what happened in court (found, pled guilty) you have to do a background check through the court system in NY. An arrest that led to a dismissal, acquittal or ACD will be sealed
