under what conditions, including type of violations, can a citizen be arrested: The University where I work (a State of NY Campus),
has a routine Campus Police poicy of arresting students for beaking rules regarding placing posters in inappropriate places.
Is this legal?

Is there any legal requirements that a Police Agency (in this case again University Police) must follow in handling civilian complains against Police Officers? If it is shown to a very biased procedure, (biased towards the Police), does this violate any federal or state law?
